The position’s primary purpose is supporting effective and efficient development and implementation of IFAW’s Disaster Response Strategy. The Disaster Response Manager is responsible for managing the Disaster Response strategic planning, monitoring, evaluation, and budgeting in collaboration with Regional staff. The Manager also provides programmatic expertise and guidance to IFAW Departments, Offices and Programs. This position has a global remit with North America being a priority region.

ROLE AND RESPONSIBILITIES
• Deploy as Field Team Lead to oversee response teams engaged in rescue activities, ensuring responder safety and best practices;
• Support the development and implementation of response plan(s) for rescue and/or relief based on remote and field assessments;
• Perform rescue interventions while mentoring IFAW and partner responders in order to build internal and external capacity and capabilities;
• Work closely with IFAW’s Animal Rescue Communications Officer to deploy content collectors, prepare response communication plans, press releases, reports, and other supporting documents;
• Ensure project monitoring and evaluation both remotely and during deployment;
• Manage the Disaster Response budget and support proposal development in collaboration with designated staff in country offices;
• Compile and ensure timely submission of project updates, data and reports;
• Continue to develop and maintain IFAW Animal Rescue Networks by fostering the engagement of relevant stakeholders in the fields of animal rescue, emergency sheltering, veterinary care, humane law enforcement, animal health and welfare, humanitarian aid, and disaster management;
• In collaboration with IFAW’s Disaster Resilience Manager, develop and manage a global disaster stakeholder database and global responder roster;
• Increase internal capacity and capabilities of the IFAW global response team and regional response teams;
• Provide subject matter expertise to develop and provide disaster response-related training through the IFAW Center of Excellence;
• In collaboration with IFAW’s Disaster Resilience Manager, contribute to the development of guidance, protocols, tools and resources related to disaster preparedness, rescue, and recovery for all species;
• Participate in internal and external disaster response consultative bodies to include non-governmental, governmental and private entities;

QUALIFICATIONS AND EDUCATION REQUIREMENTS
• BS/BA degree in international policy, veterinary sciences, animal welfare, or emergency management related field is preferred, or 5+ years of commensurate experience;
• At least 3 years of project management experience in the fields of disaster preparedness, response, and recovery is preferred;
• At least 3 years of experience working with communities to reduce human and/or animal suffering before, during or following disasters is preferred;
• Strong networking skills; capable of managing a multi-stakeholder response involving government authorities, international and local NGOs, civil protection agencies, and local communities;
• Experience developing and delivering training content to internal and external audiences;
• Proven understanding of the nexus between disaster management, community engagement and animal welfare;
• Proficient spoken and written English is required, and fluency in additional language(s) is a plus;
• Proven ability to work with diverse, multi-cultural teams;
• Demonstrated ability to work under adverse conditions and handle stressful situations;
• Ability to travel globally for extended periods, at times on short notice;
• Ability to work after hours, weekends and holidays; and
• Ability to drive and should possess an international driver’s license.
