Position Summary
Position is responsible for activities and animal welfare enforcement officers. Work of this class involves supervisory duties and responsibilities.

Position Responsibilities
1. Provides supervision to Anima Welfare Enforcement Officer(s).
2. Ensures that welfare enforcement initiatives are well-coordinated, effective, efficient, and in compliance with Cecil County, Maryland, and Federal regulations, as well as industry best practice.
3. Invests in public safety, safe and humane sheltering, community education, and ensures enforcement best practices are being implemented at all times.
4. Directs the need for appropriate staffing to meet organizational and county goals, and ensure policies and procedures are in place and being followed.
5. Maintains adequate reports on all enforcement responses.
6. Conducts Outreach and Education pertaining to the area of animal welfare; Engages in education and review of the animal control ordinance.
7. Provides oversight of the adequate care and handling of all animals while in our custody.
8. Performs euthanasia of animals as necessary.
9. Investigates cruelty complaints in a timely and efficient manner and provides testimony as necessary.
10. Prepares charging documents for animal cruelty cases.
11. Responds daily and after hours to animal welfare calls and complaints, and transports stray, and injured
animals served through CCAS.
12. Adheres to the Cecil County Government Personnel Rules & Regulations

Minimum Qualification Requirements
Education
High School Diploma or G.E.D. Associates degree in animal related field preferred.
Experience
Minimum of three (3) years’ experience in an animal shelter or animal control. A minimum of which two (2) of those years must have been in supervisory experience.

Certificate(s) and/or License(s)
1. Possession of a valid Class “C” non-commercial driver’s license with no more than three (3) points.
2. Rabies pre-exposure vaccination, if currently unvaccinated, must obtained within sixty (60) days of
employment (at County expense).

Knowledge, Skills & Abilities
1. Extensive knowledge of Federal, State, local and, municipal laws and regulations governing the enforcement of animal welfare, related DEA policies and requirements, relevant sections of the Cecil County Code, and Maryland State Code.
2. Knowledge of requirements for appropriate animal care, enforcement, and behavior.
3. Ability to effectively evaluate, supervise, direct, and coach subordinates in a busy environment and possess exemplary leadership skills.
4. Ability to effectively administer reports and to compile and analyze detailed fiscal and statistical information.
5. Ability to develop and maintain effective working relationships with related boards, public officials, coworkers, and the general public.
6. Strong and effective spoken and written (English) communication skills, including the ability to effectively
and clearly present information to officials and citizen groups.
7. Ability to work an on-call schedule including weekends and holidays.
8. Ability to effectively communicate and present information to officials and the general public.
