Job Summary:
The Shelter Operations Manager is responsible for the day-to-day operations of all areas of a full service shelter; animals who pass through our ASAP (Animal Shelter Assistance Program) benefit from a wide range of care including complete medical treatment, behavior assessment, socialization, daily enrichment activities and adoption services designed to match pets with people based on lifestyle and compatibility. Services including, but not limited to: intake, behavior, animal care, foster care, adoptions (including off site adoption outreach) and partnerships with other animal welfare organizations provide the necessary infrastructure to achieve ASAP’s mission.

The Shelter Operations Manager must coordinate across all program service areas to provide a quality of care and service that matches the ASAP mission. The intent of this job description is to provide a representation of the level of the types of duties and responsibilities that will be required of positions given this title and shall not be construed as a declaration of the total of the specific duties and responsibilities of any particular position. Employees may be directed to perform job-related tasks other than those specifically presented in this description.

Essential Duties and Responsibilities:
Analyze and evaluate the overall animal regulation program, ensure cleanliness and maintenance of facility; provide a sanitary and safe environment for animals, staff, and visitors.
Appear in court to present evidence in cases pertaining to violations of standards and laws; formulate division policy, and direct its execution.
Attend meetings, including County Council, various Boards and Commissions, and neighborhood meetings. Advise the Animal Services Advisory Committee on policies and procedures.
Coordinate a public education program with volunteers and volunteer groups.
Coordinate and publicize HSVB Animal Services special events.
Develop and maintain relationships with County staff, outside agencies and the public, including the organization and direction of volunteer work programs. Respond to citizen complaints and inquiries from the public.
Develop, promote and maintain a highly professional and customer service oriented work environment for all citizens, animals and Animal Services staff.
Direct and incorporate policies and procedures developed by the Animal Services Advisory Committee into overall operations.
Direct and supervise field and animal shelter programs and enforcement actions; Participate in the selection, promotion and discipline of assigned staff; explain and interpret new legislation, ordinances and policies, as well as conduct employee performance evaluations.
Initiate program changes as necessary; prepare special administrative reports; prepare and justify the Animal Services budget to the department director; monitors division expenditures in order to stay within budget authorization; authorize the purchase of equipment and materials.
Plan and direct the activities of the Animal Services program, evaluate the result achieved.
Responsible for the development of programs enhancing animal services; promote educational materials and programs for responsible pet ownership.
Work with animal rescue and humane organizations to promote animal adoptions and fostering to reduce unnecessary euthanasia and increase animal adoptions.
Perform related duties as assigned

Qualifications and Requirements:
A four-year college degree with preferred emphasis in business administration, management, or public service. Qualifying work experience will be considered as an alternative.
Minimum of two years’ experience working with community groups, volunteers and other nonprofit programs and organizations and/or 3-5 years of supervisory experience within an animal shelter or program/service delivery setting.
Proven ability to work with, evaluate, coach and supervise staff. Experience developing staff into a cohesive team while holding individuals and teams accountable for their results. Oriented to performance by objectives for individuals and teams.
Knowledge of shelter maintenance techniques and accepted sanitary practices. Knowledge of common health and behavior problems in animals and impact of environment, familiarity with symptoms of disease and basic quarantine protocol, and grasp of basic learning theory preferred.
Ability to work independently and effectively with other managers and staff in order to accomplish daily tasks as well as strategic plans and contribute effectively as part of a team.
Effective written and verbal communication skills. Ability to communicate with the public, volunteers and co-workers in a pleasant, courteous and tactful manner at all times.
Affection for animals, concern for their welfare and a willingness to accommodate animals in the work place.
Ability to always promote a humane and caring attitude toward all animals.
Experience with shelter data software and record keeping (Petpoint).
Computer proficient with Microsoft Suite; ability to learn new programs as required. Internet savvy.
Must have a valid Driver’s License and be in good standing with Department of Motor Vehicles.
FLSA STATUS: EXEMPT POSITION Minimum of 8 hours per day, 40 hours per week. Daily hours and days of the week may vary according to the needs of the department schedule. May include weekends, night, and holidays.

Physical Requirements and Work Environment:
The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. The employee is required to remain in a stationary position for extended periods of time, as well as move and traverse within the shelter facility for extended periods of time, reach with hands and arms, climb or balance, stoop, kneel, crouch or crawl. The employee is required to communicate, converse with, convey information to, express oneself, and exchange information with shelter staff and the general public.
The employee must regularly move, transport, and position items weighing up to 10 pounds, frequently moves, transports, and positions items weighing up to 25 pounds, and occasionally moves, transports, and positions items weighing up to 50 pounds. The employee is continuously exposed to animals, animal waste, potentially harmful cleaning chemicals, high noise and potentially hazardous conditions, including the risk of animal bites and working outdoors for extended periods of time during cold and extremely hot weather.
