The Ideal Candidate:

We are seeking:
• a collaborative leader with experience in shelter medicine programming who is firmly committed to life saving practices through positive outcomes: open adoption, fostering, behavior management, transfer, public pet retention, etc.
• a professional who is well versed in current best practices and veterinary protocols within a shelter environment, possesses experience overseeing a veterinary team, program management, community development and outreach, and demonstrated ability to partner with community stakeholders.
• someone who will view the role as a privilege to provide quality care to our community's animals, with compassion and competence.
Under administrative direction of the Animal Services Director, performs veterinary work involved in inspection, investigation, diagnosis, prevention, control, treatment, and eradication of contagious and infectious diseases of animals; and performs related work as required. Distinguishing Characteristics:

This class is fully accountable to the Animal Services Director and is solely responsible for the management of the veterinary facilities and personnel.

Benefits and Compensation:
• Executive Annual Leave: 248 hours earned per year, increasing to 288 hours after 5 years of service, to 328 hours after 10 years of service, and to 368 hours after 15 years of service. *Credit for prior public service may be considered (Sec. 616A).
• Annual Leave Redemption: The ability to “cash in” or redeem up to 100 hours of Annual Leave per year after using 80 hours of annual leave.

DEPARTMENT/AGENCY: Ventura County Animal Services (VCAS)

Managing Veterinarian is an at-will classification which is exempt from the provisions of the Civil Service Ordinance. The incumbent will receive Management benefits at the MB2 level and is exempt from overtime compensation.

TENTATIVE SCHEDULE
OPENING DATE: October 1, 2021

EXAMPLES OF DUTIES
Duties may include but are not limited to the following:


• Supervises assigned staff, including those in the classification of Veterinarian, Registered Veterinary Technician, and Veterinary Assistant; may supervise clerical staff as required;
• Maintains emergency veterinary medical facilities at County animal shelters;
• Provides medical and surgical care for sick and injured animals; examines all impounded animals for illness or injury; performs live and postmortem forensic examinations to determine causes, types, and/or extent of injuries or diseases that may have caused fatalities or as part of investigations into allegations of cruelty; supervises and may perform high quality/high volume spay and neuter procedures;
• Appears in court as an expert witness;
• Advises the public and department employees on matters within the field of veterinary medicine;
• Conducts periodic in-service classes in zoonotic diseases, infection control, vaccination protocols, euthanasia and first aid to animals and serves as liaison with contract and private veterinarians;
• Supervises the use of chemical capture drugs and euthanasia drugs;
• Orders and maintains supplies and equipment needed in the emergency facility;
• Estimates veterinary requirements for the department budget; manages and maintains veterinary purchase orders;
• Counsels pet owners on medical conditions, procedures, and/or treatment of impounded animals and explains possible complications;
• Supervises and maintains proper electronic medical records, controlled substance inventory, and logs;
• Ensures and maintains vaccination and cleaning protocols for herd health of all species impounded in shelter;
• Formulates and administers various policies and programs which deal with animal/mammal protection and health matters, often in coordination with other private and public organizations;
• Performs other related duties as required.


TYPICAL QUALIFICATIONS
These are entrance requirements to the recruitment process and assure neither continuance in the process nor invitation to an interview.

Education/Experience:

Graduation from a school of veterinary medicine recognized by the Board of Examiners in Veterinary Medicine of the State of California, and some veterinary experience which has led to the acquisition of the required skills, knowledge and abilities. The required skills, knowledge and abilities also can be obtained by
• a degree in veterinary medicine AND
• two (2) years of full-time professional experience in the practice of veterinary medicine.
One year of graduate study in veterinary medicine or a closely related field may be substituted for one year of the required experience.

Necessary Special Requirements:
• Possession and maintenance of a valid license to practice Veterinary Medicine issued by the California Board of Examiners in Veterinary Medicine.
• Must possess and maintain a valid California driver license.
o Note to out-of-state applicants: If you currently possess a valid driver license from your state of residence, you meet this requirement and, if selected for the position, you will be afforded approximately 30 days from date of hire to obtain a California driver license.
• Must obtain a valid Drug Enforcement Agency (DEA) license within ninety (90) days of hire and maintain valid license while employed.
• Must be able to lift up to 30lbs.
• Must be willing and able to work in Camarillo and Simi Valley as required.
• In cases of emergency, must be willing and able to work nights, weekends, holidays, and share on-call responsibilities as required.
Knowledge, Skills, and Abilities:

Thorough knowledge of: the most current veterinary practices relating to the treatment and cure of injured and sick animals; State, Federal and local laws and ordinances pertaining to the humane treatment of animals; principles and practices of current veterinary medicine, including disease identification, prevention, control and eradication.

Thorough skills to: perform proper diagnosis and postmortem procedures; prepare technical reports; analyze critical situations accurately and take decisive and effective action.

Comprehensive abilities to: plan, organize, direct, train and develop subordinate personnel; work with a minimum of supervision; keep informed of the latest developments and methods, techniques, equipment and facilities in veterinary medicine; serve as liaison to advise and/or resolve differences with other public agencies, community organizations and the general public; effectively communicate verbally and in writing.
