Prohibitions on feeding community cats or feeding any cat outdoors are often enacted in response to conflicts between those feeding cats and others who live or work nearby. These laws are ineffective as they don’t address the core issue—a growing cat population—and are often ignored by compassionate residents. Conflicts can be addressed through education and modifying feeding practices, such as where and when the cats are fed.
